Top oil exporter Saudi Arabia needs to pump at least 9 million barrels per day (bpd) of crude for the next few years and is considering boosting capacity to meet rising demand, Petroleum Intelligence Weekly (PIW) said in a report citing Saudi sources this week.
Rising fuel demand led by growth in China, India and the Middle East has outpaced Riyadh's expectations, and Saudi Arabia now sees medium to long-term oil consumption higher than it had previously anticipated, trade publication PIW reported.

Natural gas for May delivery recently traded 5.6 cents, or 1.3%, higher, at $4.366 a million British thermal units on the New York Mercantile Exchange. Futures rose as high as $4.401/MMBtu, the highest intraday price since April 1.
The contract traded near $4.318/MMBtu before the report.
The Energy Information Administration said U.S. natural-gas stockpiles rose by 47 billion cubic feet last week, short of estimates for a 51-bcf build in a Dow Jones Newswires survey.

South Africa’s Cabinet endorsed the Department of Mineral Resources’ decision to declare a moratorium on natural-gas drilling in the Karoo region, halting plans by Royal Dutch Shell Plc (RDSA), Europe’s largest oil company.
The department will lead an investigation into the implications of hydraulic fracturing, or fracking, that will include assessing the environmental effects, government spokesman Jimmy Manyi told reporters in Pretoria today.
“Cabinet has made it very clear that a clean environment together with all the ecological aspects will not be compromised,” Manyi said. The cabinet is aware of the “urgency that is required in this respect,” he added.

On the first anniversary of the Gulf of Mexico oil spill, BP sued Transocean, seeking at least $40 billion in damages and other costs from the owner of the Deepwater Horizon rig.
BP has also filed a lawsuit against Halliburton, the company which cemented the blown out well which caused the Gulf of Mexico oil spill, saying Halliburton concealed critical information which could have prevented the disaster.
"Halliburton's improper conduct, errors and omissions, including fraud and concealment, caused and/or contributed to the Deepwater Horizon incident," BP said in a court filing.
"Halliburton knew and understood it was misrepresenting material information," BP added.

More than 3,200 oil and gas wells classified as active lie abandoned beneath the Gulf of Mexico, with no cement plugging to help prevent leaks that could threaten the same waters fouled by last year's BP spill, The Associated Press has learned.
These wells likely pose an even greater environmental threat than the 27,000 wells in the Gulf that have been plugged and classified officially as "permanently abandoned" or "temporarily abandoned." Those sealed wells were first tallied and reported as a major leaking threat in an investigative report by the AP in July.
The unplugged wells haven't been used for at least five years, and there are no plans to restore production on them, according to the federal government. Operators have not been required to plug the wells because their leases have not expired.

Rocketing oil prices have hit demand in the world's top energy consumers, China and the United States, and OPEC needs to raise output around June to douse further price rises, the International Energy Agency said.
The price of crude, if sustained at $100 a barrel or more for the rest of 2011, would cause similar demand destruction as the world experienced in 2008 that led to the global economic crisis, IEA Executive Director Nubuo Tanaka said on Wednesday.
"We have already observed slower oil demand growth rates in China, where import growth fell from a 16 percent increase in December to just 9.6 percent in February. Clearly, the speed of growth is declining," Tanaka told Reuters.

SYDNEY—Woodside Petroleum Ltd. said it may be difficult to recover a four-week delay due to bad weather to the construction timetable of its 14 billion Australian dollar (US$14.72 billion) Pluto liquefied natural gas project.
The delay could raise concern among Woodside's LNG buyers after it raised its cost estimate for Pluto and extended the construction timetable several times in the last 18 months due to design faults, labor shortages and industrial action by construction workers. Still, Pluto remains on a relatively tight timetable by industry standards following a final investment decision on the project in July 2007. LNG projects typically take up to five years to build depending on their size.

LONDON—OPEC nations, after boosting spending to quell unrest, now need higher annual oil prices—estimated at around $95 per barrel in some cases—to make their budgets work, analysts say.
As democracy movements in North Africa continue, members of the Organization of Petroleum Exporting Countries find themselves facing a delicate balancing act.
On one hand, the so-called Arab Spring—democracy movements in North Africa and the Middle East—are causing these countries to increase spending on items like jobs and security to keep the peace.
But the cost of political stability is higher long-term oil prices that could threaten Western demand.
Over the weekend, Saudi Arabia, which has long advocated more moderate oil prices, took the surprising step of joining Iran in complaining that there is now too much oil on the market, which threatens to drive the price down.
That has created an unusual situation in which the Saudis and the Iranians, who have long advocated higher prices, are in apparent agreement on energy policy.
The sentiment was toned down on Monday when Abdalla Salem El-Badri, OPEC's secretary-general, said the market was well supplied and there was no need to supply additional oil.
Regardless, analysts say the OPEC nations' spending boost on jobs and security is shaping their attitude toward oil prices as well.
In the past two months, Saudi Arabia, the world's leading crude-oil exporter, has announced the equivalent of $129 billion in new expenditures, from new public-sector jobs, state employees' pay increases and allowances for the unemployed.
The move has been mirrored by steep increases in social spending in OPEC countries like Algeria and Iran since the beginning of the Arab Spring.
OPEC members rely on hydrocarbons for the vast majority of their export revenues, from more than 80% for Iran to 85% in Saudi Arabia to 98% for Algeria.
According to the Institute of International Finance, a Washington-based association of financial institutions, the oil price Saudi Arabia needs to balance its budget will jump from $68 a barrel in 2010 to $88 this year and $110 in 2015.
Merrill Lynch sees the break-even price this year as even higher—$95 a barrel. The Saudi finance ministry didn't comment. But the mounting budgetary needs leave precious little room to maneuver, with prices seen averaging $101 a barrel in the U.S. this year and $96.80 a barrel next year, according to a Dow Jones analyst survey Monday.
So-called hawks such as Iran and Venezuela have long said they wanted $100 a barrel or more and have resisted any production increase that could have damped prices.
By contrast, the Saudis, considered the leading moderates, advocated prices of $70 to $80 a barrel until recently, and increased output in late February to match disruptions in war-torn Libya.

Oil fell for a second day amid signals that oil prices at their highest level since 2008 are pressuring the economy and may cause fuel demand to falter.

OPEC Secretary General Abdalla el-Badri said there is “no shortage of oil anywhere in the world,” even after supply curtailments in Libya. Royal Dutch Shell PLC expects to start drilling in Alaska's Arctic waters in the summer of next year and have in place an oil-containment system specifically designed for the area ready at the same time, the head of the company's U.S. operations said Friday.
"Our aspiration is to drill in the 2012 season," Marvin Odum, president of Shell Oil Co., the U.S. unit of the Anglo-Dutch giant, told Dow Jones Newswires in a interview. "We are hopeful, but also cautions."
Shell still has to obtain a number of permits from the federal government in order to go ahead with its $3.5 billion investment to drill in the state's Beaufort and Chukchi seas. Shell's plans have been delayed by environmental lawsuits and permit issues on top of calls for better spill prevention and containment capabilities following BP PLC's oil spill disaster in the Gulf of Mexico last year.
Mr. Odum said the company will wait until about September to see the amount of progress in the permitting process before making a final decision to start deploying the system needed to drill next summer. "It takes about six months to build up the capacity you need to start the program," Mr. Odum said. "This is a very significant resource for the country, which is worth pursuing, and we are focused on getting it done."
Shell is planning to have in place an oil-containment system specifically designed to work in the cold-climate conditions of the Arctic by the time drilling starts, Mr. Odum said.
